SOURCE RIGHTS AND ATTRIBUTION

Source: U.S. Department of Transportation (DOT), Federal Motor Carrier Safety
Administration (FMCSA), Company Census File (MCMIS census, dataset az4n-8mr2)
on the DOT Open Data Portal, with its attached MCMIS Company Census File Data
Dictionary. This product independently copies the manifest-verified normalized census
table and upstream manifest. The imported manifest records source URLs and
hashes; the local manifest records copy hashes and times. Portal metadata,
original census bytes and dictionary remain in the upstream motor-carrier
capture. The census date appears in README.txt.

REUSE BASIS

FMCSA states that it shares its regulated-entity census "at no charge to the
public" to "increase citizen participation in government, create opportunities
for economic development, and inform decision making in both the private and
public sectors". The census is compiled by FMCSA in its Motor Carrier Management
Information System from registration filings that federal regulations require
(49 CFR Parts 390-399). Works of the U.S. Government are not subject to
copyright in the United States (17 U.S.C. 105), and the registration facts in the
file (names, addresses, telephone numbers, counts, codes and dates) are factual
records. Federal open-data guidance states that government works default to U.S.
public domain status and that a license identifier only records that status.

The portal metadata names https://project-open-data.cio.gov/unknown-license/
in its license field and marks access and rights as public. That value records
that no license was declared; it does not itself grant or restrict reuse. No FMCSA or DOT terms of
use, data-use agreement or restriction on commercial redistribution of this file
was found in the portal metadata, the data dictionary, the FMCSA Open Data
Program page, the MCS-150 instructions or the MCMIS Privacy Act notice. The
portal's Tyler Technologies (Socrata) terms govern the hosting service, not the
agency's data. The upstream census acquisition checks portal license and access metadata.
This product imports verified normalized facts and does not itself query or
monitor the portal license; a future upstream capture must repeat that review.

This is a documented source review, not a legal opinion. The U.S. public-domain
basis does not settle rights in other jurisdictions.

Attribution: "Source: U.S. Department of Transportation, Federal Motor Carrier
Safety Administration, Company Census File, as of the date stated in
README.txt." Do not use DOT or FMCSA seals or logos or suggest that DOT or FMCSA
endorses this derived dataset or its users. This dataset is not an official
FMCSA record; FMCSA's own systems (SAFER, Motus) are authoritative, and FMCSA
notes that the census is refreshed daily from a database 24 hours old.

PERSONAL DATA

FMCSA publishes sole proprietors' registration details deliberately: the
MCS-150 instructions state that a sole proprietor's home address, telephone
number and email address may be publicly available on FMCSA websites when they
serve as the business contact. FMCSA's registration privacy impact assessment
states that such information is submitted as business information and is not
statutorily protected by the Privacy Act of 1974, and FMCSA already excludes
driver information from its public files. This dataset still limits what it
delivers:

- Withheld: company representative names and titles (COMPANY_OFFICER_1 and 2),
  the principal contact's cell phone (CELL_PHONE) and the Dun & Bradstreet
  number (DUN_BRADSTREET_NO, a proprietary identifier). They remain only in the
  captured source evidence.
- Email: a published address is delivered only when it is a shared business
  mailbox such as info@, office@ or sales@, using the documented shared-mailbox list. Every other address can name a person and is withheld;
  email_status states which rule applied.
- Kept as published: legal and DBA names, physical and mailing addresses and the
  principal business telephone and fax numbers, which the registrant files as
  business contacts. A sole proprietor's legal name, address and business phone
  can be personal; legal_name_may_be_individual flags rows whose FMCSA legal
  structure is individual or whose legal name matches the documented person-name
  pattern. The flag is a heuristic and can miss trade-style names.

Publication of a contact does not establish consent to marketing, reachability
or current accuracy. Users are responsible for complying with laws that govern
their own use, including telemarketing, email-marketing and privacy laws.

MODIFICATIONS

Normalized column names, whitespace, ISO dates and ZIP formats; +1 E.164
telephone keys for U.S. and Canadian numbers; decoded status, operation, entity
type, fleet size, review, safety rating and cargo codes from the FMCSA data
dictionary; combined docket numbers; the individual-name flag; withheld
personal fields. The specialty selection delivers no place links. Imported
source values and original row references remain here; original census bytes
remain in the upstream capture identified by origin_manifest.json.


SPECIALTY PRODUCT

No Overture/place fields are delivered. Independent, manifest-verified copies
of the normalized census contain registration facts and source-row provenance.
We select the declared cargo/fleet cohort and calculate filing age, preserving
source counts and dates. Authority and equipment capabilities are not inferred.
