legend.csv defines the columns, units, formats and blank-value meanings.
CSV is UTF-8 with headers. Import identifiers, ZIP codes and phones as text. Blank differs from zero or false.
LICENSES.txt contains source attribution and applicable notices.

LIMITATIONS
- CSLB file includes currently active/inactive renewable licenses and excludes revoked/cancelled/nonrenewable history; not a full historical census.
- SF source record dates vary and can be older than the October download date.
- License-number candidates do not independently verify contractor-party identity or license type.
- SF contractor contacts require a filed firm name; person-only and agent records are excluded.
- Zero linked SF permits means no captured candidate match, not no contractor work.
- Future cancellation dates remain future source facts and are not labelled lapsed coverage.
- One SF permit number can have several rows/addresses; costs are not summed across repeated rows.
- Names/addresses/phones can describe sole-proprietor businesses; no private agent contacts or policy/bond numbers are delivered.
- License status and recorded insurance or bond dates do not independently verify present coverage. SF permit costs are estimates in U.S. dollars, not actual spending.
